A national ambition to transform the food economy risked becoming a list of disconnected initiatives across competing mandates.
Binaskil facilitated leadership to define a shared aspiration, map the whole food system, prioritise high-leverage interventions, and set a theory of change linking action to long-term impact

Food Security · National Systems Mapping
Building the National Food Systems Map of Malaysia
Challenge :
Malaysia's food system spanned dozens of agencies, each holding a partial view with no shared model of how production, trade, nutrition, and policy actually interact.
Approach :
Binaskil facilitated senior officials across the food-security ministries through Group Model Building to construct the country's first integrated causal map of its food system.
Outcome :
A shared national reference model that reframes food security as a systems challenge - the foundation for coherent, cross-agency policy.

Border Security · Perishable Imports
Faster, safer clearance of perishable food imports
Challenge :
Perishable goods lost value and safety while held at the border, as clearance processes weren't built for the speed fresh imports demand.
Approach :
Worked with the Royal Malaysian Customs Department to map the end-to-end clearance system and the delays, hand-offs, and risks along it.
Outcome :
A redesigned clearance approach for perishables protecting food safety and revenue while cutting the delays that destroy value.

Financing · Agri-Innovation Investment
A levy based co-investment model for agricultural innovation
Challenge :
Agricultural innovation was chronically under-funded, with no sustainable mechanism to pool industry and public resources behind it.
Approach :
Modelled a levy based co-investment structure, mapping the incentives and feedback loops that would make industry and government invest together.
Outcome :
A financing model that channels a shared levy into agri-innovation aligning industry and public interest behind long-term capability.
